This medal here looks like some one took the Huguenin (Le Locle, Switzerland). Ribbion and Ring and welded it to this medal here, for the new Republic of Saddam:

Manufactured the original Police medals, maybe Iraqi Government want a change and did this to the medal:

Not sure would love to have some insight

Reverse

You can see the original Ribbon manufactured by Hugeniun, but look how the ring is attached to the new Republic Medallion: Huguenin (Le Locle, Switzerland would have did a better job on attaching the ring to the medal it self>

Update:

Iraqi Republic Police Medal/Nut lil Shurta al-Khimat al-Aama / Police General Service Medal For the new Republic

This is the Republic Iraqi Police Medal, it was originally manufactured from Huguenin (Le Locle, Switzerland). Then The Government of Abd al-Karim Qasim over thrown by a coup. the new Republic of Iraq was left with Iraqi police medals with the old Insignia so to save money they had a manufacturer AMROI manufacture the medal portion then weld them to the ring and ribbon of the Huguenin issue ribbon and ring.

I was now told that Medallion of the medal was manufactured out of Egypt???????

Still no confirmation??????????????
