Awarded to naval personnel for impeccable service associated with Navy submarines for 5 years or more, for bravery and courage shown in the performance of military duty or special combat missions; to civilian personnel of the armed forces of the Russian Federation, as well as other citizens of the Russian Federation who assist in fulfilling the tasks assigned to the Navy.
