I suppose they are from imperial Germany, but the corlour is "golden" with dark blue stripes, and this very unusual braid at the edge... Back is red. The stars seem to be genuine. Thanks for your help!

Chip Thank you very much for this answer. What do you mean by "officials"? Court people? "Beamter"? I join picture of the reverse if it may help... Thanks in advance for any further information.
