I don't think this had a ribbon. It may have had a pin-back suspension attached by a metal ring, though. This looks to be a badge that was worn by the census takers. See here for different versions: http://www.imperialjapanmedalsandbadges.com/census.html

Or perhaps there was no suspension bar but just a pin assembly like the photo in the middle of that linked page shows.
