Arab Medal I.D. Help Needed (Iraq)

I found this medal and I wanted to find out more information on it, I dont think the ribbon is original. the ribbon looks like a Civil Order of the Two Rivers.

On the left it says Childhood

On the Right says Home

Here is more information I found about the medal:

"Dar al-Tofoolah" or the "home of childhood" is an orphanage in Salhiyah in Baghdad for kids aged 1 day to 6 yrs. The Numbers (49-50) represent the school year of 1949-1950, the medal is given to gifted kids (top of class, special achievement) as an encouragement for further future excellence.
