Russian Federation Border Service cap devices

These are the Federal Border Service (1994-2003) cap eagle and cockade. The service, although amalgamated into the FSB in 2003 seems to have retained these items. Every picture I've found to date shows border guards still wearing these instead of the FSB (military) cockade and piping. Can anybody confirm this?

These are metal versions, but some years one of factories of Khar'kov made plastic emblems :o
