Please take a look at the pictures and see if you can help me to identify the medal (country, name, year, value, .. etc)

In general, it looks like a Mainland party or commemorative piece or a fantasy piece, but it seems slightly better made, and I'm a little confused by the writing and apparent serial number on the back.
