Cut off date for issue of Wehrmacht Dienstauszeichnung

Hello

I have misplaced my notes  I took listening in to Rick Lundstrom and you other experts about when the award of the Wehrmacht Long Service awards ceased in WW2. From memory it was outbreak of war in 1939 and  awards made in 1940 were the 1939 applications being approved....and something about an odd award in 1941. Is that correct?
