Uniform and Patch Identification

Can someone help me identify the uniform and other identification materials (patch on right arm and red band on both arms) in the following picture? A friend of mine from the UK is claiming military service but his story does not add up, and as such I decided to investigate it further.

 

Facial details were obscured in order to protect the person's identity. I know the picture is not the best, but it's all that he has provided me with for now.
