Dear Gentlemen,

 

If I may, I would like to set the record straight.: 

 

The author apparently believes that Henan and Hunan are the same.

This medal is from Henan 河南 (Henan - Wikipedia) not Hunan 湖南 (Hunan - Wikipedia).

So the Military Governor is Zhao Ti 趙 倜 (赵倜 - 维基百科，自由的百科全书 (wikipedia.org)) not Zhao Hengti 趙恒惕 (Zhao Hengti - Wikipedia).
