    Dear Gentlemen,

     

    Brief history:

    Created on January 30, 2002 by presidential decree of the Republican Guard* (2002 01 30 Decree No. 2002-0019 PR MDN granting autonomy to the Republican Guard)
    This institution is the legitimate heir to the traditions of the former presidential squadron.
    Administratively placed under the supervision of the presidency but under the Ministry of Defence, the GR's main mission is to ensure the security of the President of the Republic.

    THE PRESIDENT OF THE REPUBLIC, HEAD OF GOVERNMENT
    SEEN the constitution of September 15, 1992;
    SEEN Ordinance No. 79-037 of May 10, 1979 on the organization of Defense;
    SEEN Decree No. 88-008/PR/DEF of January 26, 1988 appointing the Chief Security Officer of the President of the Republic;
    SEEN Decree No. 88-043/PR/DEF of May 31, 1988 relating to the General Status of the Military;
    SEEN Decree No. 88-044/PR/DEF of May 31, 1988 relating to the special status of Officers;
    SEEN Law No. 188/AN/96/3rd L of January 27, 1997 relating to orientation and programming on Security and Defense;
    SEEN Decree No. 98-0080/PR/DEF of July 31, 1998 reorganizing the National Gendarmerie;
    SEEN Decree No. 2001-0137/PRE of July 4, 2001 appointing members of the Government;
    DECREED
    Article 1: The Republican Guard is an autonomous body. Military regulations apply without restriction.
    Article 2: The Republican Guard is placed directly under the responsibility of the Presidency but depends exclusively on the Chief of Staff of the President of the Republic for its command, its organization and its activities.
    Article 3: The Republican Guard ensures:
      - the permanent protection of the Head of State, his family, and his guests;
      - the security of presidential residences and its facilities;
      - honors and escort to high authorities.
    Article 4: The Republican Guard may select its personnel from among the best elements of the Djiboutian Armed Forces and the National Gendarmerie.
    Article 5: The Republican Guard includes:
      - a command and support squadron;
      - a support detachment;
      - a close security squadron;
      - two honor and security squadrons (installation surveillance).
    Article 6: All units of the Republican Guard are intended to participate in National Defense on the orders of the Head of State.
    Article 7: The Single Organization Document (organization and staffing and staffing table), of the locations will be the subject of a presidential decree.
    Article 8: The Republican Guard has an autonomous operating budget (except staff expenses) which is the subject of a specific line item in the budget of the Presidency of the Republic. The management of this budget and its control are ensured by the Head of the Administrative and Technical Service of the Republican Guard.
    Article 9: The financial regulations of the Republican Guard will take into account the legislative and regulatory provisions in force in the country regarding public finances.
    Article 10: The Chief of Staff manages all of his personnel and equipment and will take into account discipline, advancement, retirement and reform procedures with his subordinate officers.
    Article 11: The Republican Guard will benefit, at its request, from the specialized training centers of the Armed Forces.
    Article 12: Staff expenses (pays and accessories), as well as pensions, are the responsibility of the General Directorate of Administration and Finance.
    Article 13: The Republican Guard will benefit from the services of the support units (ECMAT, Health Service, National Navy, Air Forces).
    Article 14: The Republican Guard retains its current facilities (Barracks and family housing).
    Article 15: The Presidential squadron takes the name of Republican Guard from January 30, 2002.
    Article 16: This decree will be registered and published in the Official Journal of the Republic of Djibouti.
