Decree from 05.12.1985 (Order of peoples friendship)

Hey everyone. 
I would like to ask if anyone has any information on this decree and why this order was awarded.

Originally instituted on 17 December 1972, and awarded for services towards the strengthening of friendships between the USSR and other socialist states, and contributions to the development of the USSR and its constituent states.

 

Everywhere I can reach from here (Russian as well as English) mention an amendment of the statues in 1985 but none of them say what the amendments actually involved!

 

Will have a look in a detailed book I have when I get back into my corner...

... and when I looked, I found a series of minor variations in the insignia with dates, but no change at or around 1985 so whatever was changed wasn't the actual medal!
