Algerian Affairs Service (AA) were created by decree on September 26, 1955. Attached to the military office of the governor general, it was composed of officers "intended to ensure all missions of supervision and reinforcement of the personnel of administrative units and local authorities". It received a hierarchical organization very largely modeled on the model of the Affaires Indigènes of Morocco, ranging from assistant trainee to officer of exceptional class. These officers set up, throughout the territory, a network of establishments called SAS (Sections Administratives Spécialisées / Specialized Administrative Sections). The choice of this term has sometimes been criticized as exaggeratedly technocratic, which did not prevent it from establishing itself. At the end of 1961, there were more than 700 SAS, to which must be added 20 SAU (Sections Administratives Urbaines / Urban Administrative Sections) in the Muslim neighborhoods of large cities, and in particular in the Casbah and on the outskirts of Algiers.
