Sailors Hat ocean pilot (GB or USA?)

Dear gentlemen,

i have a question regarding this hat. I got it as part of an grouping with different hats but i cant really find out what this is. My guess is USA or GB, more US because there is no crown in the symbolic. I guess its some sort of private company hat?

The size is pretty small, maybe its even a childs hat? But then there has to be a "grown" counterpart to it or might it be completly made up? I hope this is the right category and maybe somebody could help me with it.
