    What these loops are for is a MEDAL bar. Despite the fact that this is a daily service tunic, occasionally generals and other senior officers during the war would simply wear their full-dress awards on a tunic like this as a form of dress less flashy than the formal parade uniform.

    Slipping his medal bar on over his sew on ribbon bar would cover those ribbons up nicely. With the normal pinback ribbon bars, one could easily be removed for medal bar wear.

    Just remember that very often two rows of loops on a tunic like this do NOT mean that TWO rows of ribbons were worn together. The spacing indicates what was intended to be worn.
