Jacky, in my incomplete to this point, research. I have 1923 as the date of institution. 1918-1939 as the date of the II Republic . Revived in 1944, from 1952 on the central disc was changed to PRL.

I have read it was awarded to foreigners, civilans and soldiers.

Question, on the blue membership document, on the reverse? Is that an advertisment? I wonder if it could be for the firm, HCH TIMM? I have two items marked to this maker but no further knowledge of said maker.

Burgerhaus, it is my understanding that the cap badges came in pin back as you show and also the "safety pin" attachment style.

Kevin in Deva, the "safety pin" attachment style membership badge is probably what we see worn on the chest.
