Aye it is pretty close to the Order of St. John although there are differences.
Just don't think about it in British terms,
it is an order although the Serbian orders have to be sanctioned by the King, or approved. My understanding of our orders or medals, was that they were given to the British (or foreign recipients) out of gratitude for their service/an act of bravery etc. They differ from the British system of awarding and although this is technically semi-official, it is an official order because it had to be approved by the King of Serbia/Yugoslavia himself.
Same style with the Serbian Cross of Mercy.
As for the gazette, there could be multiple reasons why it isn't listed in the Gazette (would make the Gazette tooooo long ) Other countries also awarded similar Red Cross orders and Medals (Montenegro, Bulgaria, etc), I know of a couple Serbian officers whos British orders aren't listed in the London Gazette, yet they have definatley received them , some are listed in Serbian sources, others not. After the bombing of our Chancelry of Orders in Yugoslavia (which destroyed it), most records were lost and we can only piece some things together from exterior sources.
I think the recipient in question was awarded this order as a recognition of thanks and that they contributed to either helping the Serbian Red Cross or the patients of the Red Cross(totally different than the British system of belonging to an organization or group) some Serbian orders and medals didn't necisarily mean that you belonged to the organization and paid its fees that was associated with the order or medal's organization. This was also NOT a commemorative order. Not everyone that served in Serbia got the order and it wasn't handed out easily you had to do something, or contribute to receive it (and even then, some recipients might have been skipped or forgotten in time)

I cannot say for certain but I think it is handed out by the Serbian Red Cross, it was usually held as last order in the medal bars, from the photos I've seen and therefore I think it is accepted by the Government my mum is a huge Red Cross collector and will know more than me, when she arrives from work, I'll ask her to take a look

Although I'm semi positive that the King had to approve some of these, as they always appear last, or close to last on medal bars vs other association orders or medals

Ohhhh Nick Prince Tokugawa is awesome love how he enjoys taking photos with his foreign orders not a lot of Japanese recipients have done this so extra awesome when we get to see an array of orders like this

Excellent it is great when it comes with other medals (especially if they are engraved) that is almost as good as having a doc

There is a chance you can order his records, more on the forum will know more but I do know that a lot of records burned in the archives in a fire in the 70s
The chance is slim but it is possible.

The first photo is Prince Iesato Tokugawa there is another photo of him wearing the Order of The White Eagle,
2nd is General Kusunose Yukihiko, he received the Order of Takovo 3rd Class while attending that trip with Prince Yorihito, I have the document request somewhere here as well will post when I dig it out

Does this one come with a Document stating who this individual was?
In Serbian it is called the "Odlikovanja za humanitarne zasluge" Order for humanitarian services/merits in a generic term and depending on which version, each one has a different name.
Your version looks like the "Križ Društva Srpskog crvenog Kriza Kraljevine Srbije" or Cross of the Serbian Red Cross, Kingdom of Serbia.
I can't make out which version it appears like most, but it looks Rothe and Neffe to me, it could also be Huguenin Brothers, who used Rothe's same style and mold, when it arrives are your home please take some more photos of it, front and reverse.

They look like association (minis) badges to me, but we'll keep on the search could be anything
I can't do the accent on my computer but there is a locomotive that used to run ŽG Ljubljana so try and search there
If it is WW1, Croatia started to march towards independence and the movement took hold after the war. You can still find minis and badges with full Croatian checkerboards (and nothing else) that date to around the war to after war period.

I think its Croatian, I've seen the ZG somewhere before but I can't recal where exactly :S
The only thing that springs to mind is Zagreb, which commonly uses ZG as its short form. I'll try to look through my notes
