But price is not high.
I am find 2 auction lots this one - minimum price 25000$
Most of the other orders that are available now that I've seen are in higher price ranges because they have better quality enamel and are near perfect, even one that is similar online right now at an expensive dealer lists it just above your initial price and the piece is in better condition.
I think that you may receive higher offers if the condition is better or the quality of the photos show the actual condition of the piece in person, these are my intial observations from your current photos :)

Sales are for the sales section, please post in this section if you would like to sell this piece. Just wanting to point it out, as a dealer price I think it is high. The enamels seem chipped and will effect the value as well as the crack and missing white enamel on the rear.
It is best to take photos of each arm attachment point (to see if it was re-attached or is in original condition)
The chipped enamel will effect your value, the black looks chipped, so does the icon in the middle section on the front of the order. Better quality images are needed.

Uniform itself looks very US, I'll check my sources again and confirm Especially the tie and dress shirt. Brits usually had a different tone and look to their uniforms.

Used as an expression in this case, "I will smile regardless" (or anyway either can fit here)
The wounded men will smile because of the acts they undertook to bring piece and end the war is my understanding. Pride in their accomplishments and that their wound wasn't in vain.
I think it is a wound medal for amputees and Paraplegics, as invalides and mutiles means invalids and cripples.
Ribbon looks French but I'm not France collector
I've done a small search online and there is a Bronze one of these (but just the medal without suspension and ribbon)
The seller has listed it in the Belgium column of medals and not France, so it might be from Belgium
Yours appears to be silver I would assume there is a Gold version as well (maybe gold plate but still 3 classes maybe?)

+1 Disgusting, but then again, if they replaced it with another marker (like a society) and they were selling it for funds to upkeep the graves, it would make more sense. I often imagine how much of orders and medals were once buried with the recipients and then uncovered, horrible and disgusting practice it is, but grave robbers have been doing this since the end of time.

We can't really make it out from one photo, especially since the breast star eagle looks crooked :S
I'll check in the book later but from the photo it looks to me like 2 different variations, might even be two different classes.
If you could get more photos it would help a lot

Wow, sad to hear about the neglect, why is the reason for it going in this state? Lack of funds? No one to take care of it etc?
Is there a volunteer organization that might be willing to do a cleaning of the cemetery (or organizations) that might expedite the process?

Man so this doesn't only happen to me
It is called Karma and what goes around comes around, trust me, I've had this situation too many times before.
From family items that were stolen during the war (we should get these things for free, no? lol alas, I offer a fair price regardless, because I don't like people losing money on items they paid for)
To items that complete groups. The epic X10 the price event usually comes to mind. A this medal or that document usually springs up in price, later, maybe a year or 2 down the road, karma comes back and they sell the doc I need on ebay on an auction for 0.99 cents or something silly (happened to me once before
In short my friends, keep on hoping and being good collectors like you all are treating people respectfully and hoping one day that this will join the collection, I find that evil and bad people in the collecting world sometimes with the help of some good karma get what is coming to them (if they are complete douches )
