Looks great..........but........it looks as if it is possible to search for all "New Zealand" recipients - but only in 3-month time periods. Have I got it right? It would be great to get ALL NZ recipients with just one search.

A DECREE - LAW.
Decree-Law No. 26/76 of June 18, 1976 on creation of decorations.
AS AMENDED BY LAW No 41/1988 OF OCTOBER 27, 1988, and
PRESIDENTIAL NOTICE No 792/06 OF 29 NOVEMBER, 1988
We, HABYARIMANA Juvenal. President of the Republic.
Considering the Proclamation of July 5, 1973 of the High Command of the Rwandan Army, especially in its paragraph 5. 4.
On the proposal of Our Minister of the Public Service and Employment and after consulting the Council of the Government in its meeting of March 5, 1976.
HAVE DECREED AND WE DECREE
First article.
The following decorations are created”
- the service decoration;
- decoration of agricultural and livestock merit;
- the decoration of economic-social merit;
- decoration of cultural merit;
- the decoration of heroism.
The service decoration is intended to reward the good and loyal services rendered to the Nation, both in the public sector and in the private sector.
The decorations of agricultural and stockbreeding merit, of economic-social merit and of cultural merit are intended to reward the remarkable results obtained in these fields.
The decoration of heroism is intended to reward acts of brilliance and courage. of dedication and humanity.
Art. 2. Each decoration has three classes
- the bronze decoration;
- silver decoration;
- gold decoration.
Art. 3. Decoration badges are single-sided medals. Their dimensions and inscriptions are determined by ministerial order.
Art. 4. The decorations are awarded annually by the President of the Republic, on the proposal of the Ministers having the Public Service and Employment in their folios.
Art. 5. Awarding the service decoration is subject to the following general conditions
- be of good conduct, life and morals;
- have never incurred a penal conviction;
- have carried out an activity contributing to the development of the Nation within a required period.
Art. 6. To be awarded the service decoration, State agents must meet the following specific conditions:
- having ever incurred a disciplinary sanction greater than that of reprimand during the period for which the decoration is to be awarded;
- have obtained an assessment of the services rendered to the satisfaction of the State;
- justify the required time.
Art. 7. Award of the service decoration for private sector personnel is subject to the following specific conditions;
- have obtained an appraisal of the services rendered to the satisfaction of the Employer;
- justify the required time
Art. 8.
The Bronze Service Decoration is awarded to persons with at least 15 years of actual service.
The Silver Service Decoration is awarded to persons with at least 20 years of effective service.
The Gold Service Decoration is awarded to persons with at least 25 years of actual service.
Art. 9. Obtaining the agricultural and animal husbandry merit decoration is subject to the following conditions subject to the following conditions:
- be of good conduct. life and manners;
- have never incurred a criminal conviction;
- have carried out an agricultural or livestock activity, uninterruptedly, for at least five years
- have achieved remarkable results, likely to be given as an example.
Awarding the decoration of economic and social merit is subject to the following conditions:
- be of good conduct, life and morals;
- not have incurred a criminal conviction;
- have carried out, in a remarkable way, for at least five years, a commercial, industrial or social activity, contributing to national development and likely to be given as an example.
Art. 11. Awarding the decoration of cultural merit is subject to the following conditions
- be of good conduct, life and morals;
- not having incurred a criminal conviction:
- have obtained remarkable results in the literary field. artistic or sporting:
- have carried out one of these activities for at least five years.
Art. 12. Awarding the decoration of heroism is subject to the condition of having accomplished one or more acts of brilliance, of courage, of dedication to humanity.
Art. 13.
“When the beneficiary receives a decoration of a higher class than that which he had previously received, the decoration of the higher class replaces the previous one. However, when the recipient of a service decoration obtains a higher class decoration without having received the lower class decorations, he benefits both from the bonuses relating to the decoration he has obtained and to the lower decorations”.
Art. 14.The members of the public sector or the private sector before ceasing their services, due to the age limit or due to disability, may obtain the service decoration upon request submitted by the Ministers having the Public Service and Employment in their folios.
Art. 15. The Service Decoration may be awarded posthumously to persons:
1. filling at the time of their death the conditions required to obtain it:
2. deceased following an accident at work or occurring on the way to work or an occupational disease, without condition of length of service.
Art. 16. The service decoration may be granted, without condition of length of service, to persons injured at work or on the way to work and to victims of an occupational disease, suffering from permanent partial incapacity of at least 75%.
Art. 17. “The granting of a decoration gives rise to the awarding of a certificate, the model of which is fixed by the Minister having the Public Service in his attributions.
The decoration may be withdrawn from the holder, for reasons of indignity, by the President of the Republic, on the proposal of the Minister having the Public Service in his attributions after investigation and assent of the Selection Commission.
Under no circumstances can the withdrawal of the decoration result in the return of the bonus which the holder has already enjoyed by virtue of the decoration.”
Art. 18.
“The winners of a decoration are entitled to a bonus, the amount and terms of payment of which are determined by Presidential decree.
- 25,000 FRW for gold decoration:
- 20,000 FRW for the silver decoration:
- 15,000 FRW for bronze decoration.
The premium is payable by the public or private employer with regard to the service decorations granted to their workers.
It is at the expense of the State with regard to the other decorations.
The premium relating to a decoration awarded posthumously is paid into the hands of the surviving spouse not separated from the person, or in the absence of the latter, to the person delegated by the family of the predeceased owner.
Art. 19. Repealed.

Art. 21. A Selection Committee of which the Minister before the Public Service in virtue of his position is President, comprises the Minister having Employment, the Minister before the Interior, the Minister having Finances and the Minister before National Defense in their positions, are responsible for examining the requests for obtaining decoration presented by the relevant Ministers -, whose activities to be rewarded are realized
Art. 22. Candidates who are in a regular position and who meet the conditions for obtaining a decoration will be proposed to the President of the Republic by the President of the Selection Commission.
Art. 23. This decree-law enters into force on the day of its signature.

I'm looking for assistance.
The "Statutory Instrument No 347 of 1965, Proclamation No 6 of 1965, Honours and Awards of the Republic of Zambia" comprises Sections numbered 1 - 16 inclusive.
Sometime before Statutory Instrument No54 of 1997, which amended (and made additions) to the original 1965 Instrument, it would seen that a 17th Section was added.
Does somebody have details of this 1965-1997 addition?
Also, there are many Army/Navy/Air Force awards - I'm seeking details of these Warrants/ Regulations. Any pointers?

Judging by the number of awards made, for apparently everything, in the USA, post-noms for all of them would be a nightmare and would probably double the length of one's name......and would require re-printing of ID cards etc on a semi-annual basis.....

I was going to ignore previous erroneous comments regarding the "availability" of medals from T&T Police stores.
They never were, and definitely are not now "available"!
The fact that the most senior officer at one time decided to uplift his own most genuinely awarded medal from the stores (where else would they be kept?????), and very generously presented me with a specimen in no way reflects on the integrity of the T&T Police or any implied laxity of store-keeping integrity.
If one is not fully aware it is perhaps wise not to make malicious statements.
This is my final correspondence on this matter. Subject closed.

I quickly found three of them very quickly - Wilfred Arthur Ward eluded me in short time I had available.
Search for (including quote marks) "ward james henry" etc. ie surname first then given names. Putting it in quote marks means look for exact text. Don't worry about the comma - the Gazette search function ignores it.
Wilfred ??? you'll have to look harder.

Just a bit of clarity I think....The NZ Government is not awarding the medal. Qualifying NZ personnel can apply to the UK govt for the medal, and have NZ approval to wear it.
