Comrade V.V. Baikov received this per decree of the Deputy Minister-Commander of Bases/Rear Administration of the Armed Forces of the USSR on 22 February 1968.

That was the 50th anniversary of the Red Army so this was no doubt realted to the gigantic celebrations on that date.

In Russian it had name ?????????????.People worked in army as waiters, , sanitary technicians. In an anniversary of 50 years of the Soviet army military men were awarded by a medal. Civil employees of the Soviet Army received badge. This document confirms rewarding by a badge.
