I'l be honest with you, from what I've seen in the past few years, the modern version looks exactly like the Soviet one except the award number is inscribed at a different location on the reverse.

On behalf of our Veterans and their families, our community is warmly thanked for their kind generosity by attending the V-E Day Veterans Tribute presented by the Russian Community Centre of Windsor and Essex County in partnership with HMCS Hunter and the Essex and Kent Scottish at the Tilston Armoury on May 9, 2013.
Thirty-four WW II Veterans (representing all theatres of conflict and all branches of Canadian and Russian Forces) were honoured by the Russian Federation in recognition of their distinguished service to their countries.
The Windsor Star, CBC, AM800 CKLW, CTV and Blackburn Radio contributed to the success of the V-E Day Veterans Tribute and for this, we are indeed grateful.
Media partnerships such as these continue to deliver the message so that society will never forget all who filled the ranks (and all who continue to do so) to safeguard their countries.
In remembering our Veterans for their contributions and achievements, for their service, duty, valour and sacrifice, not what conflict took away but what it has given Canada, we recognize the tradition of freedom and those liberties our Veterans fought to preserve.
This family-centred program opened another chapter in our Canadian military history to honour all who served and returned home, to remember all who served and fell and rest eternally.

I very much doubt it is a fake, I agree with Nick and believe it's simply a different maker than the ones seen in other pics. The dagger, blade, belt etc, all seems to be up to snuff.
As to a price... Find different makers, see what they ask for them bran new, take off a bit and Bob's your uncle... I doubt there's a very big market for the current variants, so be conservative.

Another FSO award I find quite attractive is the 25 years service decoration.
There's also a decoration for excellence similar to the old Soviet army badges.

Addenda: great difference in quality of the badges is due to different makers, not different classes.

FEDERAL PROTECTIVE SERVICE
Found myself the decorations "For Merit" 1st and 3rd class, still looking for a second class. The 2nd class has a silver wreath like the 3rd but a gilt plaque like the 1st.
I have yet to find the establishment orders for them, even the official web site of the FSO doesn't mention the award criteria or establishment date, it simply displays drawings of the awards.
Award 1st class at top, 3rd class at bottom.

2013 - For those interested in uniforms and ranks, the rank insignia for a Russian "Army General" (4 stars) has returned to its pre 1997 design (single large star).
In the photo below (click to enlarge) you can see President Putin with Army General Valery Gerasimov, chief of staff of the Armed Forces of the RF wearing the current pattern combat uniform with the new rank insignia. Interesting to note the undress ribbons being worn on the combat uniform.
Another interesting point is the current defense minister, Sergei Shoïgu, wearing the same rank. (Defense Minister Shoïgu was the Minister in charge of the Ministry for Emergency Situations from 1991 to 1999)

A few questions, being quite unfamiliar with the period Russian air force uniforms...
What are the insignia worn on the 1st pic's center of the chest and on Rick's pic shoulder board? Eagles?
Any chance of seeing images of them?

Dear colleagues,
a lot of soviet and russian badges are available in two grades of manufacturing: hot enamelled heavy metal, and painted light metal. Here is an example:

I Wonder if anyone could post some explanation about the coexistence of these two qualities for a same badge.
