Decoration for Service EMERCOM Aviation
Instituted by ministerial order 620 of December 6, 2010.
Awarded to serving personnel and veterans of the aviation department of the Ministry of Emergency Situations of Russia with at least 10 years of service within the ministry, for significant contributions to the creation and development of aviation resources and procedures; can also be awarded to workers of the aviation industry, members of academic and research institutions and other persons assisting in the development of aviation and aerial support in rescue operations, for helping in solving the problems and carrying out the tasks faced by the Ministry of Emergency Situations of Russia.

Medal for Diligence
Instituted by ministerial order 620 of December 6, 2010.
Awarded to personnel of the Ministry of Emergency Situations of Russia, who take part in the daily management of the unified state system for the prevention and liquidation of emergency situations (hereinafter - RSHS), to staff members of on site centers and command and control facilities, and to citizens of the Russian Federation, for diligence in planning the actions of the managerial bodies and forces of RSHS, for preparing and overseeing their activities, for the development of proposals aimed at the implementation of state policies on the prevention and liquidation of emergency situations, for significant contributions to the development of crisis management centers at all levels; for the effective exchange of operational information in emergency situations in Russia and abroad, for promoting the establishment of the authority and prestige of the Ministry of Emergency Situations of Russia at the international level.

Decoration for Distinction
Instituted by ministerial order 620 of December 6, 2010.
Awarded to personnel of the Ministry of Emergency Situations of Russia who take part in the daily management of the unified state system for the prevention and liquidation of emergency situations (hereinafter – RSHS), to staff members of on site centers and command and control facilities, and to citizens of the Russian Federation for exemplary performance of duties in carrying out preventive activities and emergency situations within these control centers, for significant contribution to the organization and development of interagency cooperation, for active participation in the activities of the effective exchange of operational information for the prevention of, and management of emergency situations and disasters in the Russian Federation and abroad.

These are the Federal Border Service (1994-2003) cap eagle and cockade. The service, although amalgamated into the FSB in 2003 seems to have retained these items. Every picture I've found to date shows border guards still wearing these instead of the FSB (military) cockade and piping. Can anybody confirm this?

Is it the queens crown on the bars?
It would have to be... The GVI CD was only awarded for a short while. It is impossible for anybody to have received a CD bar with a King's crown. I've seen many vets with service overlapping the previous (British) LSGC awards and the C.D., they wore the older medals and received the C.D. 12 years after the award of the last LSGC medal or bar to it.

Just a shot in the dark here, but based on the medals and his rank, concentrate on the RCAF. I'd say the odds are very good he was an aircraft mechanic or some other ground pounder type.

Unfortunately, Mathomhaus is correct. These modern "things" are all over the place... Some have the bust of Nicholas II, some of Catherine the Great, some of generals or admirals like Kutuzov. All are borderline worthless...

With the out of focus picture I just went by the ribbon which as he so correctly points out, is incorrect. This is your medal with proper ribbon. It is an official medal for the Franco-Prussian war of 1870-71. The clasp ENGAGÉ VOLONTAIRE stands for VOLUNTEER ENLISTEE.

Gunner's correct. It is called the "Médaille des engagés volontaires" (medal for volunteer enlistees).

Thanks for this info guys. I must admit at having mixed feelings about this, happy for the increased knowledged and a bit sad some of these awards have suddenly lost some of their prestige for me.

Judging by the order of precedence of the Russian Federation... The Soviet equivalent would've been the Order of Lenin.

Just a postscript, but if I recall right, Lebed was also the guy who led an element of the 45th Regt. into Poti, Georgia during the 2008 war and essentially sunk the Georgian Coast Guard there. I have some pics of that somewhere that I'll try and dig out...

This particular variant is also available in most markets. I am unsure if it is a new version for the FSB, an unadopted prototype or simply yet another variant. If anybody has some data on this subject, I would really appreciate it.
