Oh . . . been there for some time . . . I am sorry to say . . . well, a wee little bit sorry.
This is part of a stack of family documents, photos, and (even) a few medals that have infected other threads in an as yet preliminary fashion.

Absolutely! We (all) need to rememeber that the awards that really matter are those awarded to those who do the most important tasks for the nation. Often (usually?) these are NOT the people in uniform. (Despite the forum's title.)

This is a first class driver's license. It authorizes him to operate vehicles (with the exception of buses and ambulances).

Yes (summer 2006).

The one on the right (the maroon one) is new, the other (which has been shown before) is for comparison.
The maroon box is lined in rich maroon velvet (-like material). The badge is screwback, by "З. H. Б. КOВHИЦA", and a "III" aboive and is numbered "32898" at the bottom.
Someday, some way, we may figure these out?

And this one has a pencil scribble on the reverse, tweaked to make it as "legible" as I can. All I can discern is the date of 12 March 1920 (?).

Thanks, she seems to be the mother of the family (husband, wife, and son) on whom I have a stack of paperwork, recipient of the Defence of Leningrad medal.
But what sort of name is "Strod"???
