Hello Paul,
I am sorry, but the originaly meaning of the text "beim Generalstab"
?does not mean that he even was a member of the generalstaff. Quite difficult to explain because its german. I am a native speaker, so I dont think, that he was member, so was related?to this staff.

Hello Paul,
the text means that he was at the generalstaff not in. Its difficult to explain this in english but there are some differences in german. the word "beim" is the short form of "bei dem". if u stay "beim" car - that means u stay near by the car an do not sit in. The same is true in this case. So he was a kind of attachmanent and not a member of this staff.
