Yes thats the time line 30's 40's.

My fathers side of the family went there during the Russian civil war..

He and his parents moved to the US in 1940..

He came via the Asama Maru..Later this ship became a Hell ship..

12.09.1899 the badge of the analogous apperance, but decreased dimensions, was instituted for the generals, officers and civilian officals of the military department, who graduated from NON-medical faculties of russian universities.

So not unique to St Petersburg.
