Maybe the fourragère of the French Croix de guerre WW 2.
But this one is not a French made.
Silk an extra loop are not reglementaire, but worn a certain time. French ones are Cotton.

Some of the recipients of the "fourragère a titre personel" weared these mini fourragères.
They were tolerated, but "non-reglementaire".
The fourragères made from sillk, having the extra loop, were called "fourragere fantaisie".
Only Cotton ones are "reglementaire"

It is the equivalent to the Croix de guerre (WW 1, WW 2, TOE) if they are in Action which are not declared as wars.

Because they are not Fighting in an declared war.

Maybe you do not have a fourragere ferret, you do have a ferret of an aiguillette. These are worn on the other shoulder an are no Croix de guerre decoration.
