As I was informed on Russian speaking forum it's a Cross of rescuers of territory of Belfort.
It's rare and French, but nobody has any idea about wrong written "HONNEUR" word.

Looks original postwar cap.
All parts are original postwar, cap itself could be factory made or personaly purchased item.

My posts are mostly for comunity.
I'll be quite satisfied when other serious soviet uniform collectors will visit this thread and read my posts.

The answers aren't correct.
If you want to display right period uniform set you should change stars, bridges, belt and visor. This set probably has a great appearance for newcomer but such a mistakes are clear for any soviet military uniform collector.
Red Army history tell us that:
- soviet artillery officer never worn soviet armour troops officer's visor
- soviet artillery officer never worn unknown bridges without red piping
- soviet artillery officer couldn't have Al 60-ies stars on 40-50-ies uniform shoulderboards
- soviet officer didn't wear DDR or any other country belts
And no one serious collector will fill himself comfortable until his set will not become historicaly truthful.

You can use the wartime M32 belt also.
But the bridges and tank troops cap couldn't be used with this tunic as well as stars.

Some important notes:
- postwar shoulderboards have late (post 50-ies) stars
- bridges not respond to this tunic
- belt isn't Soviet
- the cap is postwar and isn't artillery cap.
Check the back side of buttons to define the tunic issue date.

This boards come russian tsarist period officer archive.
My friend ask me about russian served in Azerbaijan Army 1918-20, but the ulduz and aypara on boards are Turkish (azeri star is eight corner)

No, It is not a rank.
If there is no captain available, a lieutenant will do the duties of the captain. So he will be acting as a capyain although he a lower rank.

As I'm a former Soviet officer it 's hard to understand Yuzbasi vekili (Acting Captain) rank for me.
It should be the rank between captain and major?

Hi,
İf the word is "kaymakam" or "kaimakam", " kaimmekam" (kay-makam);
it means lieutenant colonel, used as a military title from 1828 untill 1935, then replaced by "YARBAY" .

As a former navy officer I can say that K19 is still the only foreign film with more or less correct Soviet Navy uniform.

Well, it took me about four years but I think I've finally managed to find and obtain the Sub badge as worn by Harrison Ford in the K19 movie.
I'm 99.9% positive this is the type they used.

probably that explane the difference in writing.
