Paja, short for Pavle, Marinković (Павле Маринковић 1866-1925) was one of the ministers who welcomed Mozaffar ad-Din Shah Qajar during his short visit in September 1900. My guess is that he was awarded during that visit.
I just have one small correction, on the back side of the picture is written that he was an ambassador in Bucharest.

Considering that 4th and 5th classes were awarded less than the higher ones and that I wasn't able to find those classes being awarded any other time except in 1968, I think that there is a nice chance that yours was given to one of those six gentleman

Greetings Jan and thanks for photos!
http://www.ribbonsshop.com/ sells a lot of Yugoslav replacement ribbons and sashes, unfortunately not that many for decorations from the socialist era. Maybe you could try contacting them and see if ribbon like that will be available in the future.
PS Just a friendly warning to all of the forum members, there are claims that there are very good fakes of this medal among others. I do not own a piece of my own so I can't say more on this matter or maybe show you some images, but what's indicative to me is that, considering how many of them were actually awarded, they show up too often.
