Yes. The ending "a" is added because it is the genitive tense "in the name of..."
Thanks Rick, I had forgotten about that

The text 'VVMU RE IM. A.S. POPOVA' stands for 'Vyssheye voyenno-morskoye uchilishche radioelektroniki im. A.S. Popova', or 'Higher Naval School for Radio-Electronics in the name of A.S. Popova'.
Thank you Ferdinand
I wonder is A.S Popova the same person A.S Popov who the day of the radio is celebrated for
In 1945 a state holiday, the Day of Radio, was established. It was decided to celebrate it annually on the 7th of May. The government has decreed to install monuments and memorial plaques devoted to the inventor of radio, to institute a badge ?Honorable Radio Operator? and the gold medal named after A. Popov. The medal is awarded by the Academy of Sciences to famous scientific researchers and inventors in the radio engineering field.
The museum exposition tells the visitors much about Popov?s achievements and the significance of his works. Some educational institutions, research institutes, museums, ships and streets are named after Popov to commemorate the prominent Russian scholar. A special stand is devoted to 19 winners of the gold medal named after A. Popov.

It's a quarter of century since Leonid Brezhnev died. He led the Soviet Union for 18 years between 1964 and 1982, and would have celebrated his hundreth birthday this year.
Brezhnev's rule will be remembered for the invasions of Czechoslovakia and Afghanistan.
His period in office also coincided with economic stagnation and decline.
Towards the end of his life he fell ill, suffering two heart attacks. The illnesses remained secret until Mikhail Gorbachev's period of Glasnost.
Many older Russians feel nostalgic for the Brezhnev era, remembering it as a time of stability and security.

Nice passport - to complete your collection you need to get a blue passport. Any Hungarian citizen could apply for a red covered passport in which you could travel to any of the Warsaw Pact nations. I have some which have Jugoslavia on the stamp for nations that you could travel to - but the 'Jugoslavia' was crossed out. Blue passports were the ones for 'special' indiviudals whou could travel to the West. They could alos apply for $50 US Dollars to take with them as the Hungarian Forint could not be exchanged for currency in the west. It made for short trips unless you had family in the place you were going - but then people might be following....
Wow thank you for the information
I have never seen a blue one but now the hunt is on for a blue one
