This is a standard civil service "Patent" (commission) naming former teacher Walter Schulz to Kreisschulrat (District School Councillor) in Prussian provincial service.

The Hitler signature is almost certainly printed, but I don't know about G?ring's. He MIGHT have hand signed these in his position as Minister President of Prussia.

My German isn't perfect, but here's a fairly close translation. It's pretty standard on these civil docs.

Ich vollziehe diese Urkunde in der Erwartung dass der Ernannte getreu seinem Diensteide seine Amtspflichten gewissenhaft erf?llt und das Vertrauen rechtfertigt, das ihm durch diese Ernennung bewiesen wird. Zugleich sichere ich ihm meinen besonderen schutz zu.

I issue this document with the expectation that the named loyally and conscientiously follows his oath of office, as conferred by this appointment. At the same time I promise my special protection to him.
