It certainly looks like it but there are some slight differences to the eagles that I don't recognize (ex.: the Austrian examples that I've seen have one eagle holding a sword...this example has it holding some sort of staff). The Imperial Russian stuff is starting to compare to Imperial German stuff quite nicely. I could imagine that the value is probably similar to a relatively standard Prussian brass buckle.Just to give you an idea of what Imperial Russian militaria is realizing lately, I recently saw an Imperial Russian officer's tunic selling for $1,800. I never did get the buckle but it's interesting to note that this type of Russian militaria is "taking off" so to speak in regards to prices. $1800 is mucho bucks!
