Gordon, Actually, according to the official ordinances, no one could wear both. I have seen multiple instances of award documents showing the same sailor/soldier receiving both. Peterson made a translation error. The later medal is really a revised 1914-5 War Medal. If one had both, only the later medal could be worn.
