please help to identify two crosses. Which country? Official issues or private? Years of issues?

First likely Austria (not sure).

The first is an un-official Austrian Commemorative for service in WW2, the second is Romanian for Service in WW2 issued Post-Communist time to present day 1990 - 2007.

...the second is Romanian for Service in WW2 issued Post-Communist time to present day 1990 - 2007.

Its name is "Commemorative Cross of WWII, 1941-1945". It was established in 1994.
