It is a "call to arms"

- ...in case of a state of war you have to report immediatly on the second day of mobilization at 0800 hours to the Restaurant "The four Seasons" at Huyssenallee 59 in Essen (military collecting station 16 635) you have to bring your Military papers and proviant for two days.

Second one is a military report card with the mark "exellent behaviour" - issued after Hintzke's two year service in the Heer.
