EK 1914 unknown award

Hi, Yet another award dragged up from deep within the bowels of my collection, Had it for many years but bought on the spot and little reseach done, anyone know what it is, I suspect that it is semi offocial at best.

the cross is not distorted but unfortunately the pin does not retract all the way so the scanner has distorted it

the reverse is stamped H C Timm?Berlin No?9 ( I think)

the enamel repair seems to be period thanks

That is the Prussian Provincial Veterans Association (Landes Krieger Verband) merit cross 1st class, awarded from the 1920s into WW2 on a quota of 1 per 100 members maximum in a local group.
