    This guy isn't Luftwaffe, but Army. Luftwaffe wore a cuffband "Kriegsberichter der Luftwaffe" and some time after 1941, the "Propagandakompanie" cuffband for the Army was replaced by one with "Kriegsberichter" or "Kriegsberichter des Heeres".
