Junior Lieutenant Zarov... signed off on SOMETHING per Decree No. 2I would GUESS this has something to do with letting a very young prisoner "loose," with this entry to prove somebody Soviet had approved. But there was no officer rank lower than Jr. Lt. so this may have been something very local.
