Guest Rick Research
No, because that is a noncommissioned officer level civil service group. I am surprised, with the 1911+ 40 years civil service cross that he did not have a red ribboned Luitpold Jubilee medal. The cross's statutes say it could have been awarded to RETIREES who had at least 40 years of service in... but if retired BEFORE 1905 with 40 years service... to be around during the World War for a Ludwig Cross and alive for the 1921+ "Christmas 1918" medal... but was in the army NOT in 1866 or 1870...he must have been old enough to remember Charlemagne! It's a magnificent group in beautiful condition, but oooooh what sort of person did it belong to?
