Under the photos, there are is some advert, probably about gathering photos for the galleries of the KIA and the EK winners, but I can not understand most of it. Anyway, here it is

Yes, it is asking for photos to be printed-- preferably nice visiting card size in uniform. It begs ONLY the closest relatives or someone authorized to send just ONE photo-- not every aunt and cousin sending the same photos over and over. It gives instructions on enclosing postage if the photo is to be returned and so on.
