Royal Canadian Mounted Police?

A photo that I've had for some years, but never quite been sure about - is this man Royal Canadian Mounted Police?

It looks like their buffalo head collar badge:

Then again, maybe not - looking at this close up, it could even be the motto of the 17th Lancers.

It's hard to tell, but that almost looks like a beaver's head and front paws to me, not a buffalo head.

Certainly looks more Colonial than British, plus the strap is numbered and looks like '22'. or '23'. Canadian Militia units I believe were numbered, so it may pay to check out their ORBAT for the turn of the last century.

Ta, interesting that the shoulder strap is "coloured" I'd even wondered if the uniform might be South African. No photographer details on the photo, unfortunately.
