2-SILVER SWASTIKA DESK ORNAMENTS

Hello,

I was wondering if someone could help me identify these 3rd Reich items and their exact use.

1. 70mm diam. w/3-swastikas affixed around body. Stamped `MET` & proof mark

2. 65mm diam. w/2-swastikas & early party eagle affixed around body. Stamped `MET` & proof mark.

These two items join together and it looks like the base is missing. The sides are silver but the base seems to be silver plated with a brass type metal underneath. My only guess is it could be some type of award but why it comes apart I have completely no idea! If anyone can put me out of my misery as to it's purpose I would be very grateful.
