Don't know who he is, but it's a general (seems to be Generalmajor?!) with a just TEXTBOOK Prussian general bar.

Right Sascha, typical example for a medal bar with no bling-bling on it for a very high officer...

Without a name or date, there are far too many possible "suspects" to identify-- especially if he advanced in rank and changed awards shown.
