Imperial Russia General staff academy badge?

This piece is all Gilt silver.

Dont know what this is really for.

I thought general staff were all silver..And forestry badge had gold wreath with silver eagle.

Each one is a separate piece.. There is some damage on the first badge. a few missing. Ill get some pics of the reverse when I get home..
