Awarded to soldiers, officers and employees of the State Fire Service of the MES of Russia, army troops and civil defense officials of the Russian MES, and in some cases to other citizens of the Russian Federation, for courage and dedication while extinguishing fires, rescuing people and saving property from fire; for leadership in leading firefighting efforts and rescuing people; for courage, perseverance and high professionalism as demonstrated in order to prevent an explosion or fire.
