Bear Posted March 29, 2009 Posted March 29, 2009 Hello George,I asked around and this is what I got. It's hard to tell with these little eagles if they are 1st or 2nd empire or other. The 1st empire eagles legs tend to slant either left or right while the 2nd empire tend to go up and down. Some 1st empire eagles legs do go up and down but they are very rare.
