Medinat al-Salam (City of Peace) which is the name of Baghdad, and the date 45-1383 Higra, is 762-1962 A.D.This is produced in 1962 for the aniversery of Baghdad. (founded by al-Mansur in 762 A.D.)

Well out of the 7 years of collecting Iraqi Militaria this is the second one I have ever seen, I bought it from my friend in Baghdad, Iraq for $200.00 so I don't think they were issued out like pond water........ For who was the receiver of this rare piece I don't know or how many were manufactured.
