Lovely bars. The policeman looks like he simply squished the KVK2X into his existing pre- or early-war medal bar rather than undoing it and remounting the whole thing. It should be in front of the Hindenburg CRoss, but looks like he simply pushed it in where it fit easiest-- a very nice example of a "cheapo" wearer updated bar.

We often see similar things from the 1920s and 1930s.
