No idea.

Tillander is a manufacturer of Finish medals -high end ones.

By the poorer quality here, and no pattern on the reverse leads me to believe that this is an unofficial and a localized organization medal. Perhaps not Masonic, but Masonic-like with that cipher on the obverse.

I would try emailing a Finish medal dealer for an ID.
