Blind german soldier with decorations

Bought this photo yesterday on my local fleamarket as I found it interesting.

It shows a blind soldier, note the armband with three black dots and the iron cross, which stands for soldiers blinded by war.

He is a well decorated NCO-rank with IC 1st class, general assault badge and for sure a golden wound badge.

I can not make out what decoration he wears above the others, it looks like a war merit cross, but smaller and the way it

is pinned to his uniform is rather strange.

Anybody seen that before ?

Although the ribbon looks super-long sized, it sure looks like this order.
