Could this be a Mr. Weiß?

Is there any evidence, that the Reserve-Officer on these pictures could be a "Direktor der Reußengrube Herr Weiß" from Kretschwitz bei Gera?

I ask this, because of the document, wich came together with the protraits:

It documented the "award" of the Kaisers pottery bust, shown below, to this Mr. Weiß.

I cannot make out what--if anything ( ) is on his "Major" shoulder boards, but there is clearly a Vorstoss around his collar tabs--

so either some sort of upper Beamter or a doctor? The absence of maching Litzen on his cuffs confuses me.

I suspect he is a career regular military Beamter who was also at some time a dR or dL officer-- probably aD from that status by the time this photo was taken. That would seem to make the named document a false clue...
